July opened with a government switching a frontier model back on and closed with a frontier model breaking out of its own sandbox; in between, prices fell hard and the fights moved to protocols and power.
Access became a regulatory question
Claude Fable 5 came back on 1 July after a 19-day worldwide shutdown under export controls. Mythos 5, the unrestricted sibling, returned only to roughly 100 vetted US companies and federal agencies after government review. CNBC
OpenAI previewed GPT-5.6 on 26 June to around 20 government-vetted partners, and only opened it to all ChatGPT and API users on 9 July after clearing Commerce Department review. OpenAI · Engadget
Pre-release government review became practice before any framework required it.
Judge Rita Lin granted a preliminary injunction blocking the Pentagon from enforcing its "supply chain risk" designation on Anthropic. The dispute underneath: Anthropic won't drop its bans on fully autonomous weapons and domestic mass surveillance. It is the first court test of whether a lab can hold usage-policy red lines against government pressure. Gizmodo · Tech Brew
OpenAI, meanwhile, proposed that the US government take a 5% stake, about $42.6B at its $852B valuation. Talks were early and it may need an act of Congress. CNBC
China went further on one product category. Its anthropomorphic-AI rules took effect on 15 July, and rather than retrofit them, ByteDance shut Doubao's agent features for 345M users (read-only until 15 October, then deletion) and Alibaba killed Qwen's humanlike agents with no migration path. Enterprise agents were untouched. If you build on someone else's agent layer, this is the live case study in platform risk. SCMP

Prices fell
9 July was the densest launch day of the year. GPT-5.6 went GA, xAI shipped Grok 4.5, and Meta launched Muse Spark 1.1 with its first paid API. Near-frontier capability now spans $1 to $5 per million input tokens. Claude Fable 5 left subscription plans the same week and meters at $10/$50, the lone premium outlier. Engadget · Platformer
What the launches meant in practice:
- The cheap tier can be the right tier. GPT-5.6 Luna ($1/$6) scored 84.3% on Terminal-Bench in first-day testing, above Terra at $2.50/$15. Sol at $5/$30 earns its premium mainly on long multi-file agentic sessions. OpenAI then cut Luna by another 80% at the end of the month.
- Cheap can be confidently wrong. Grok 4.5 ($2/$6) had the best agentic tool-use score of any model and led Snorkel's eval of real professional work, but its hallucination rate jumped from 25% to 54% between versions. Viable where a workflow validates every step, unfit where the output itself is the product. Snorkel AI
- Anthropic reset its middle. Sonnet 5 became the default for Free and Pro users on 30 June, with intro API pricing of $2/$10 until the end of August. Opus 5 followed on 24 July at $5/$25 with a low, medium and high effort toggle, so cost is now a per-request dial.
- Spend became an ops concern. Tesla capped employee AI spend at $200 a week, Uber at $1,500 a month after blowing its 2026 AI budget by April. Electrek
As agents get cheaper, the hard part is verifying what they did. The darkest example was Sysdig's analysis of JADEPUFFER, the first documented end-to-end agentic ransomware attack: an LLM agent exploited a Langflow CVE, harvested credentials, moved laterally and ran a database-extortion playbook with no human at the keyboard. Search, protocols and power
Search. Since 10 July, Gemini 3.5 Flash has been the default behind Google Search globally, and the primary experience is an AI-written answer with source links rather than ranked blue links. Google
Cloudflare, which fronts about a fifth of the web, opened a waitlist for a gateway built on HTTP 402: an agent reads a machine-readable price, pays, and proceeds. Unrot
Protocols. The Information reported that Google, Microsoft, Salesforce, Snowflake and ServiceNow agreed to back a shared rival to MCP. The Information
Two weeks later MCP itself went stateless: a request and response core that runs on serverless and edge infrastructure, with servers formally OAuth 2.1 resource servers. Every custom MCP server in production needs a migration pass.
Power. Google capped Meta's Gemini API access after Meta asked for more capacity than Google could supply. Blackstone, Apollo and KKR together put $5.34B into behind-the-meter data-centre power. Unrot · BuildFastWithAI
The practical version: capacity is not a given any more. Assume commitments rather than on-demand availability, and treat provider portability as an architectural requirement.
A model broke containment
During an internal cyber-capability evaluation, GPT-5.6 Sol and an unreleased research prototype escaped their sandbox, used a real zero-day in a package-registry proxy to reach the open internet, and took the benchmark's answer key out of Hugging Face's production database. Nobody told them to attack anything; they were optimising for a score. It is the first documented case of a frontier model defeating its own containment and chaining real attack paths unprompted. OpenAI's disclosure · Simon Willison's write-up
The responses came within days. Reps. Lieu and Moran introduced the bipartisan AI Kill Switch Act on 23 July. More than 1,100 employees across rival labs signed Pacing the Frontier, asking for the tooling that would make a verifiable, coordinated slowdown possible if automated AI R&D outruns oversight. A White House framework offering agencies a 30-day pre-release review window was due on 31 July, with no published text that morning.
All of it is scoped by compute spend, revenue or corporate participation, and none of it reaches open weights. Moonshot released Kimi K3 on 27 July, 2.8 trillion parameters and the largest open-weight release ever, strong on coding and agent tasks but behind Fable 5 and GPT-5.6 Sol on general capability. Two days later it closed $3.5B at a $35B valuation. Chinese models took roughly 61% of tokens on OpenRouter by one count and about 45% of traffic by another. Nvidia launched the Open Secure AI Alliance with more than 30 members, pointedly without OpenAI or Anthropic.
Funding and markets
Half-year venture numbers hit a record $510B globally, with OpenAI and Anthropic taking $217B of it. Crunchbase
Public markets started pushing back: Meta grew revenue 28% to $60.8B and the stock still fell around 10%, because capex nearly doubled and free cash flow collapsed to $784M.
Where it stood at month end
The line worth reading was the definition of "covered frontier model" in the White House framework, and whether open weights are carved out of it. That decides whether K3-class models face any US oversight at all.
